    APF-1292: Ugprade to Tapestry 5.3.1 (Part 1 - basic upgrade / no enhancements)
    - Updated version in POM files
    - Deleted CheckboxSelect component and replaced with new core component Checklist in tml
    - Updated BasePageTestCase with workaround for Spring 3.0.6.RELEASE

    Note: For form submission to properly work with mvn jetty:run, you need to temporarly disable
    conflicting Prototype & Scriptaculous in /web/common/src/main/webapp/decorators/default.jsp
    This will be addressed in Part 2 when SiteMesh is removed.
